Liter is a non-SI unit used for measuring the volume, but it is closely related to the SI system.
One liter of water was used to define one kilogram of water at ~4°C (~39.2°F) - now, this is obsolete, but the values are so close that in everyday life many people simply swap liters and kilograms of water.
One liter also equals to 1 dm3 or 1/1000th of a cubic meter. Relation between liquid ounces and liter is given in the following formulas:

1 liter = 33.814 US Liquid Ounces
1 Imp Fluid Ounce = 28.4131 milliliters = 0.0284131 liters
1 liter = 35.195 Imp Liquid Ounces
Thus, in order to convert volume given in liters into volume given in ounces, use these formulas:
V(US fl oz)= 33.814 * V(liters)
V(Imp fl oz)= 35.195 * V(liters)
Conversion Examples
If You have 1.72 liters, that would be:
V(US fl oz)= 33.814 * V(liters) = 33.814 * 1.72 = 58.16008 US fl oz
